Publications

GEE-21’s foundational publications capture the early research and collaborations that established its role in climate change, energy policy, and environmental security. Together, they reflect the work that helped shape its reputation and ongoing contributions.

Land Resource Management

Masked by the Tiger: An Evaluative Study of Rural Livelihoods and Conservation Values in Northeast India

Examines the tension between wildlife conservation and rural livelihoods near India’s Buxa Tiger Reserve, showing how dependence on forest resources, limited economic alternatives, and local perceptions shape conservation outcomes and highlight the need for integrated, community-centered strategies. (Sugato Dutt, 2009)

Climate Change & Emissions

Asia’s Changing Role in Global Climate Change

Explores Asia’s growing contribution to global greenhouse gas emissions, emphasizing rapid industrialization, equity challenges, and the need for balanced climate action between developed and developing nations. (Toufiq A. Siddiqi, 2007)

Did Aerosols over China Peak in the 1990s?

Analyzes emission trends in East Asia, showing that key pollutants and aerosol levels in China likely peaked in the mid-1990s before declining due to policy, economic, and technological changes. (David G. Streets et al., 2006)

Worldwide Transport, CO₂ Emissions, and Climate Change

Master’s thesis by Felix Bremicker, advised by GEE-21 Director Gundolf Kohlmaier, examining global transport growth and its impact on CO₂ emissions through 2030. The research highlights rapid vehicle expansion, particularly in non-OECD countries, and the resulting pressure on climate targets, emphasizing the need for shifts toward energy-efficient vehicles, policy action, and changes in mobility behavior to avoid severe environmental consequences. English summary with full thesis (German).

Energy Policy & Systems

Developing Integrated Energy Policies in South Asia

Argues for an integrated energy policy across sectors and countries in South Asia, linking energy supply, environmental impacts, and transportation needs to support long-term economic growth and regional cooperation. (Toufiq A. Siddiqi, 2007)

Development of CNG Industry in Pakistan

Examines the rapid expansion of compressed natural gas (CNG) as a transport fuel in Pakistan, highlighting government policy support, infrastructure growth, and its economic and environmental benefits. (Hilal A. Raza, 2003)

China and India: More Cooperation than Competition in Energy and Climate Change

Highlights growing cooperation between China and India on energy and climate issues, including joint efforts in energy development and shared commitments to improving efficiency and reducing carbon intensity. (Toufiq Siddiqi, 2011)

Water Security in South Asia

Project on “Water and Security in South Asia” (WASSA)

Examines regional water challenges across South Asia, including shared river systems, rising demand, and the growing risk of conflict, while outlining cooperative approaches and policy solutions. (Toufiq A. Siddiqi & Shirin Tahir-Kheli, 2004)

Water Demand – Supply Gaps in South Asia, and Approaches to Closing The Gaps

Analyzes current and projected water demand through 2025, identifying major supply gaps and evaluating strategies such as improved management, infrastructure, and policy reforms. (M.S. Reddy et al., 2004)

Water Sharing Conflicts within Countries, and Possible Solutions

Examines how legal systems, governance, and competing sectoral demands drive internal water conflicts across South Asia, with case studies and policy recommendations. (S. Ayub Qutub et al., 2003)

Water Sharing Conflicts Between Countries, and Approaches to Resolving Them

Analyzes transboundary water disputes in South Asia, focusing on river treaties, implementation challenges, and pathways toward cooperation and conflict resolution. (Umesh Parajuli et al., 2003)
